Actually, most independent films are shot digitally… But that makes them *expensive as hell* Just to rent a decent film camera can cost upwards $ 2-$ 4 grand a week, which is a large chunk of the retail value of the equipment to begin with. This might not even include lenses, depending on where you go with.
Now, if you want really cheap, you could just go with a digital video camera (note *video* as opposed to *film*) Its not unheard of, but almost nobody sees these movies. Most notably, Lars von Trier started a “movement” in 1995 with a strict doctrine including that the it must be shot with a handheld recording devise. Their were a number of films made under this doctrine (known as “Dogme 95”)
