I wanna make short films like 5 min films. What type of video camera , and what format, do I need to get? and what equipment do I need to do editing and all that? I use a PC…thanks

The bare minimum:
The simplest way would be to use a Digital Camera with an mpeg video function, and Windows Movie Maker to edit.
Windows Movie Maker comes with every copy of Windows.
The most I would get for what you want to do is a digital video camera and a tripod.
Maybe also read or watch tutorials about simple film making tips and conventions to make your movies look better.
If you are serious about getting into film making, take a class.
