I have excellent new exciting stories for film making but I need a screenwriter who will accept to write but get paid later or do this as joint venture

I don’t think it very likely that someone would be willing to do work and get paid later unless they were inexperienced. Your best bet would definitely be to do it as a joint venture.
You might want to check out some writers who are still in college. There are some very talented people who are just waiting for the opportunity to show their capabilities. You could try posting flyers in the english department of some local universities or at theatre schools. Also, speak to people at a nearby playhouse, or even theatre teachers at local high schools. They might be able to refer to someone, or perhaps even be willing to collaborate with you.
