Front & real cattle guards or reinforced bumpers. Foam filled tires. Armored doors and glass (or no glass), protected radiator, etc.

Bullet proof the car. You can look online at real armored cars for ideas. A long time ago during the Prohibition on alcohol “bootleggers” used to do many things to their cars to stop the police from catching them you could look that up for ideas. Off-road enthusiasts put snorkel kits on their jeeps sometimes, so that they can drive thru rivers and deep water. An Amphicar is a classic car that used to be made that transforms into a boat. Look it up for ideas. Yes the run-flat tires are a good idea. A fuel cell keeps race cars from blowing up if they are hit hard. Radar jammers keep police from detecting your speed using standard radar. There is a type of “silicon?” spray that blurrs your license plates out on traffic cameras (it is used by street racers). A scanner could allow you to hear police radio broadcasts… Hope this helps.:)
