My guess would be that the first one is a course dedicated solely to filmmaking. You learn how to make films, from being behind the camera to editing it at your desk. Film/Cinema studies sounds more like a course designed to teach you about the history of film and to teach you about how to write about film. So in simpler terms it sounds like one is practical, the other academic.
